Resumo

O objetivo deste artigo é discutir as implicações para o campo da educação musical de duas pesquisas que estabeleceram diálogos entre esse campo e políticas públicas voltadas a adolescentes: uma para proteção social básica e outra para medidas socioeducativas. Ambas foram realizadas na cidade de São Paulo, em instituições responsáveis por colocar em ação essas políticas, respectivamente, os Centros para Crianças e Adolescentes e a Fundação Casa. As investigações são do tipo qualitativo, estudos de casos múltiplos, uma focalizando a razão de as práticas musicais com adolescentes estarem em contextos de proteção social básica, e outra centrada na construção, pelos educadores musicais, de suas ações pedagógico-musicais em cenário de medidas socioeducativas voltadas a adolescentes em conflito com a lei. A discussão proposta neste artigo volta-se para a presença da educação musical em dois cenários que compartilham aspectos comuns, regidos por políticas públicas que contextualizam as práticas musicais neles realizadas. Juntar esses dois estudos em um mesmo texto também decorre do interesse em colocar lado a lado práticas musicais envolvidas em dois ambientes de infeliz relação: um que visa evitar que meninas e meninos adolescentes, vítimas das injustiças sociais no Brasil, cheguem à situação extrema de serem considerados infratores, condição no segundo cenário, e, aí, tenham sua liberdade cerceada. Como implicações desses diálogos entre educação musical e políticas públicas estão a relevância de situar práticas musicais no âmbito macropolítico, visando a uma maior consciência do papel delas nos cenários, bem como nas atuações de educadores musicais.

Music Education and Public Policies for Primary Social Protection and Socio-Educational Measures Involving Adolescents in the City of São Paulo

The purpose of this paper is to discuss the implications for the field of music education from two research projects that established a dialogue between music education andpublic policy for adolescents: one focused on primary social protection and the other on socio-educational measures. Both studies were conducted in the city of São Paulo at institutions responsible for implementing these policies, respectively, the Centers for Children and Adolescents and the CASA Foundation. The investigations are qualitative multiple case studies, one focusing on the reason why the music education practices for adolescents lie within a context of primary social protection and the other focusing on the construction, by music educators, of their musical and pedagogical activities within a scenario of socio-educational measures for adolescents in conflict with the law. The discussion proposed in this article addresses the presence of music education in two scenarios that share common aspects governed by public policies that contextualize the music education practices used in these scenarios. Bringing these two studies together in the same text also stems from the interest in placing side by side the music practices involved in two unfortunately related environments: one that aims to prevent adolescent girls and boys who are victims of social injustice in Brazil from reaching the extreme situation of being considered criminal offenders, the condition of the second scenario, and then having their freedom restricted. The implication of the dialogue between music education and public policy is the relevance of situating music education practices within a macropolitical context aiming at greater awareness of the role of the music practices in these scenarios, as well as in the performance of music educators.
